I think art makes itself, it uses people as the vehicle to bring it out into the world. It's a creative process and it inspires people to act, to move into certain directions. The ability is not innate and acquired a blend of both. One needs skill to access different levels of art. Art is also heavily influenced by the individual where they came from how they see the world.
