Um, yeah, thats how I see the picture. It doesn't look like much... maybe I'm not that artistic. But, he sure does catch biggg fishes! Judging from the title, the man is probably looking at the fog upcoming. Cause you know when you go hiking you can see theres a fog up there before actually getting into the fog. So does the man. He's probably trying to remember the way back home before the fog comes so he knows where to come while being "blind". Or maybe it's just beautiful and he just had to sit there and admire it for a while. Or he's sad, because that's mean he have to go home and can't fish anymore because the fog will disturb his fishing activities. Or he's scared, what if it quickly turn into rains, thunderstorms, heavy waves, and then a disaster?
