I believe both skill and innate ability are involved in artistic rendering. I have known both to exist in most works of art I have viewed and produced myself. There are techniques that are learned skills as well as cultural impressions that produce varied renditions of art, even when using the same subject or object. For a piece of art to capture an audience, all three of these things are usually involved, in my opinion.
