artist can innately given the talent of making art. but also loving and appericiating art may pull someone into making its own art. so it can be proven through experience and practice. for me both ways are possible.
an artist is shaped by his society and culture so for example a writer may write sth good or bad about his culture. but still he is still rely on the society who made him . so as the culture changes around the globe the perspective of the artist also changes based on that society or culture
