In my opinion anyone can make art. The ability to make art can be an innate ability or acquired skill depending on what style of art you want to make. The role of an artist changes with cultural considerations because what one culture may consider art may not be the dame for other cultures. Also, as time changes so do the expectations of art and in return the artists.
