As a person who's always enjoyed traditional artwork, and drawing his own art with a pencil, I strongly believe that artists have both the innate ability and acquired skill (as asked above), to create various forms of art, especially from a cultural standpoint (also mentioned above), which provides a view of their histories, the past of their ancestors, and a form of representation for them.
